Fitting a saddle to a horse with high withers?


My TB has extremely high, long withers that slope very far backwards into his back. I ride English; my saddle is the correct width for his back (the angle of the tree bars match his back within 10 degrees) but because his withers are so high he gets less than an inch of clearance from the pommel of the saddle. Is this okay? I've tried adding padding beneath the saddle but this only results in the saddle leaving dry spots on his back.

Please help! I'm a college student and I really can't afford a new saddle.
The saddle never actually TOUCHES his withers but it does come very close sometimes.
I've had this problem trying to fit him to several different saddles-- I have 3 English saddles and 5 Western, and this one that I'm talking about fits him the best.

You need to make sure that its not pinching anywhere, first of all.
And you need to make sure that the saddle isn't hitting his withers.
I find one of those saddle pads with alot of fluff (sheepskin usually) on the part of the pad that goes over the withers really helps. It gives cushion without being heavy.
