Reins Pony

What is the best way to teach a horse that has yet to learn how to get round/drop the head?

side reins

I am considering getting a chambron. Are they good?
What about dover's pony neck stretcher?
What do you suggest?
p.s. it's for a pony with a somewhat short neck with barely any topline muscles/neck muscles.

If you want to teach him to do it properly you will have to do it properly! All you have to do is ride positively and considerately, from leg to hand. If you are soft and consistent the horse will come right in his own time.
If you try to push him with all this side rein / chambon / force his head down nonsense he will not be able to move forward properly, and will lose any impulsion he had. When you get on board you'll be hard on his mouth and pull him in and he'll get worse and worse. He'll be extremely heavy on his forehand. The nose might be in but it will be at the expense of the rest of his body.
If you can get over this "head down = good" mindset and simply ride correctly (and totally disregard head position until he's got the balance to offer you his mouth) you will be a better rider and have a better horse.
