I'm not familiar with high-stress bolts of that size, but in my job in the oilfield we regularly used very high-stress bolts (non-mag) of around 3/8" x 2". By far the country producing the most specialised steels is Austria. Most of the very job-specific steels used in the oil industry (Monel etc.) are made by dedicated factories in Austria. The steel we used for fastening removable drill collar stabilisers for oil well downhole use was Inconel. We used torque wrenches to tighten the bolts to 120 ft-lbs. It is a beautiful steel alloy, black with a metallic blue sheen. Unfortunately, as one would expect, it's not cheap. We used stabilisers requiring 13 or 15 bolts torqued up to spec in a specific order; each nut-and-bolt set cost around $80, so every time we changed out a set of bolts for one stabiliser it cost us over $1,000...
Where would you buy Inconel bolts? Sorry, no idea; we used to order them through the company supply-and-maintenance department...
